Good ol' local news channels. Long on hype, short on facts. They had plenty of shots of the guy pouring WATER into the HHO gas generator, but conveniently not a single shot of the 30 amp, 240v POWER CORD it plugs into the wall with. Water isn't the fuel here, wter is what the fuel becomes after it's burned. That green box is simply an electrolytic cracker that produces a stoichiometric mix of O2 and H2 called "HHO gas" or "Brown's gas". It's very good for certain types of welding, but almost entirely useless as engine fuel. HHO gas actually gets SMALLER when it combusts, so it's wholly unsuitable as a fuel for any sort of internal combustion engine on its own. It does, however, mix well with liquid or gaseous hydrocarbons ( e.g. gasoline) and significantly boosts THEIR thermal expansion upon ignition. Also, it causes them to burn more completely, so it's an effective pollution reducer. Thing is, there isn't any "free lunch" here. The added efficiency is paid for by the electricity it takes to crack the water into HHO gas, and that ain't cheap. Typically, 70-90% of the electrical energy used in electrolysis is wasted.
