If you can, get the Haynes (good) or Clymer (better) manuals to supplement the Bentley. The Bentley presupposes you're a trained VW technician and just need some refresher information or hard-to-remember specs to work on the once-in-a-blue-moon Vanagon that comes into your dealer service shop.

You should be able to test the cold start valve and pressure regulator without the engine running. In rough detail and in brief: attach a pressure gauge to the fuel rail, put ignition switch to "Run" start the fuel pump (jumper terms 36 and 39 at the connection to the AFM) and you should see pressure build to spec. Remove power to pump and pressure should hold, for something like 10-20 minutes. Apply power to cold start valve and pressure should drop as cold start valve opens. You can use a vacuum pump attached to the pressure regulator to test its "under load" spec. As I said, the details are a little vague as I haven't messed with the FI for a couple of years.
