You shouldn't need those parts. Those parts are provided in case the new rear shoes did not have the levers installed already for the parking brake cables. Those parts are then used to attach your old levers to the new shoes. I have not seen any Vanagon rear shoes that came without levers for a long time, if ever. Older VW vans I have owned, sure.
