Subject:      Smog woes--too much air?

So I took "Big Red" in for her smog check yesterday and ran into a problem... the guy was a man of few words, so pretty much all I got out of him was "too much air" as he pointed to the AFM. He also pointed to the silver plug on the AFM which appears to be the CO adjusting screw and said, "put more gas in here"....hmm.... The engine's a fresh top end rebuild with 200 miles on it along with a brand new exhaust system--pipes, muffler, cat, and O2 sensor. It seems to run fine, as I've been driving it around for 2 weeks to break things in. The biggest issue I'm seeing is that the exhaust is really powerful. By powerful I mean it feels like there's a jet engine coming out of the tail pipe...it's a lot louder than our '90 Westy as well... While it was idling I blocked off the airflow into the air filter with my hand- the idle went down and the small tornado out of the tail pipe seemed to die off as well, so it does appear that there is just waay too much air going thru the system. Is it possible I've been running a really lean mixture? the power is all there (all 95 horses) and aside from the noise and jet engine in the tail pipe it feels like a properly tuned vanagon should feel like.

Anyone know what might be askew? TIA, Elliot '88 GL
