Looks like what it says is that if you're running propane, then you want 30 to 37mbar (11.8 to 14.6 w.c.), if you're running butane, then 28 to 30mbar.

It says "Propane gas @ 30mbar will result in a significant reduction in heat putput," by which I think they mean that propane at 30mbar or less will result in reduction in heat. They also probably mean "output." Or maybe "putput" means your heater will make a "putt-putt" sound. Well, probably not.
