From the photo at volkscafe.com, I agree that it looks a lot like a strap that is used on chain-link fencing. As a bonus, these straps are usually galvanized.

Before I saw the photo, I thought you wanted a thing that is sometimes known as an "Adel clamp". This is basically a steel strap with a rubber cushion inside of it, but on most of them, you can easily remove the rubber if you don't want it. http://www.aeroelectric.com/articles/adel.html has a description; http://www.bonaero.com/images/MS21919.GIF is a sketch; http://www.aeroparts.com.au/ms21919.jpg is a typical photo. Airplane places will have them at airplane prices - the hardware store and the FLAPS often sell knock-offs. Motormite/Dorman/Conduct-Tite part number 650-208 is a 1.25" version that might be available at the FLAPS.
