Pre production vehicles are used to test the fit and the line processes etc. They cannot be sold or given to employees etc. They are used solely for test purposes and are required to be destroyed by the safety agencies. A few years back, the Engineering Faculty here was given a preproduction Chrysler mini van to use in a student contest re hybrid design. It had no wipers as they didn't work as designed and had to be fine tuned. They were required to return the vehicle for destruction at the end of the project.
