Are you positive that the fuel pump is not running when the starter is engaged? Try connecting a pressure gauge to the little access port on the fuel rail then hit the starter. any pressure?

Off the top of my head I know that there is one short brown wire coming out of the double relay that grounds to the chassis immediately beside the double relay. Is that wire in place and properly grounded? Have you checked the double relay for proper fuctioning according to the tests outlined in the Bentley? Perhaps the problem is "upstream" of the double relay.
