One last idea from me. try another new oil filter, a cheap one is OK.

There is a piece of 1/4" thick heart shaped metal screwed onto the top of
engine case to the right of the distributor. The 2 screw nuts are 13mm.
Uncover this metal cover you will see a hole inside. Pour about 1/4 up
to 1/2 quart of oil into there. This should fill up your oil pump.
Cover it back and start the engine to see if that fixes the low oil
pressure problem.

I am thinking maybe your oil pump is partially empty and is not able to pump
out much oil. And it is not able to suck in oil either. By adding oil into
it from the top may do the trick for you. Hope this helps.

I once assembled a 1.9 engine and it wouldn't pump oil because the pump was
completely empty. After I poured oil that way it pumped right afterwards.
