We didn't include it because we don't sell it and you didn't order it. The '80-85 sliding door handle grommet has been discontinued by VW, so you'll either have to fabricate something or find a used one. It is a different part number from the '85-91 version, which is still available (so far). I haven't tried the later version on an earlier Vanagon so I don't know if it can be made to work (anyone?), but my offhand recollection is that while the handles are somewhat similar the grommets are quite different.
