The Permatex technical data sheet for 51813 at http://www.permatex.com/documents/tds/automotive/51813.pdf says...

"Surfaces to be sealed should be free of grease, oil and dirt. Use Permatex Brake and Parts Cleaner to remove oil. Use Permatex Gasket Remover to remove old gaskets."

The material safety data sheet for their brake cleaner at http://www.permatex.com/documents/msds/01_USA-English/82606.pdf says it's got tetrachloroethylene, xylene, and ethyl benzene in it, so other brake cleaners with those ingredients will probably work.

Threadlocker is not quite the same stuff as gasket maker but it's fairly close. I have used brake cleaner to clean up threads that I then used threadlocker on and it seemed to work OK. You need to wait for the brake cleaner to dry before you put on the threadlocker or gasket maker.
