The right stuff must not be used on the cap nuts. The frictional qualities are not known or suitable for torque critical fasteners. If using the anaerobic sealant anyway, use that on the cap nuts including the threads. You should also be using new cap nut. If not, at least chase the threads with a quality tap. Do not fill the cap nut with sealant or oil as this will hydraulically lock the nut before it is bottomed and the stud properly stretched. Coat the nut face and place a small bead on the stud thread. Final torque should about 37ft/lb. If you feel a stud that is not tightening or excessively springing back, it needs to be replaced.
