Fog lights, day time running lights, driving lights, etc. are all distinctly different, special purpose lights and they all have uses and restrictions.

Fog lights are very short range, low cut off beams that are designed to cut through haze, stay low to the ground and avoid bouncing the light back into your face. Here in the US, it is required that the low beam head lights are used with them and for effectiveness, they also should cut out when the high beams are energized. Light close to the vehicle will diminish the effectiveness of long range lights as your eyes will adjust whichever light is closer. Driving lights are available in mid-range and long range varieties. The long range should only be used with the high beams. Mid range is generally considered an addition to normal low beams. Care must be used when following traffic or with oncoming traffic. They need to be properly aimed.

The Vanagon high beams are already excellent lights. Good reflectors and some upgraded wiring make these perform very well. I know some have cleaned the lights but there is no substitute for new. Even cleaned, the pitting and abrasion from road use ruins the lenses light distribution. The low beams are definitely lacking. Get the Euro versions and you will be amazed. Even with stock bulbs, with adequate voltage, these lamps work very well in any normal traffic situation. Instead of spending money on after market stuff, get the original stuff updated and working right. wiring and relay upgrade will make a world of difference.
