Classic symptom of an internal leak in the brake master cylinder. Don't screw around with rebuilding. It's not worth it. Get a new one from Ken Wilford or Ron Salmon or one of the other list vendors., It's not a difficult repair, and it's a good time to flush out all that old brake fluid and along with it a bunch of dirt and water that you didn't know you had.
