I did the same thing to an aftermarket tow bar that bolts between the bumper
brackets (not the tow-eyes).  I welded the receiver to the top of the
drawbar and tacked in a thick angle brace to keep it from flexing.   It
sticks out a bit farther than I'd like, and I had to notch the bumper cover
to get it to fit.  Works great with my bike rack.
