But why even take the chance with UPS even if it is under $20? USPS/Canada Post is also free under $20, offers the same tracking capabilities, etc. If somehow the valuation exceeds $20 due to sender error, you're back to UPS brokerage robbery. And as I've mentioned before Fedex ground is often as bad as UPS for fees. USPS is the only way to go.
