you pay a core charge until you return the old starter to the place you bought the new one from...then you get the core charge refunded...it's a way for them to get the old parts...starters, alternators, etc. back so the rebuilders have something to work with and they don't just go to the dump.

If you don't have an old starter in exchange you'll lose your core charge...it may be worth finding a starter for $10 at the junk yard to use in exchange.
