SimonP also also opined that it wasn't necessarily a retouched photo.
I downloaded it and blew it up in Photoshop and didn't see any evident
artifacts of retouching.  So there may or may not be.

But either way, the subject is obviously not even in the same light as
the background.  So if it's a result of telephoto and zoom, it's
potentially just as misleading as if it were a retouched photo.

One wonders whether the person who took the picture did that
deliberately, or (as suggested on the forum Mr. Squirrel cites) was
simply trying to keep his a** safe.
