You could try installing one of the early non-Westy "female" end of the seat belt system. The Westies and later Vanagons had a shorter metal strap so the seats can swivel properly. The only catch is the early belts have a different buckle. Another solution would be to use the female buckle side on belts used with jumpseats. They come on long cables instead of metal straps. You should be able to get a half a foot or more on those.
