The ground for the headlights is going bad. The ground cluster behind the fuse/relay panel needs some cleaning and likely new ends on some of the brown ground wires that plug into it. After fixing things there first, the best solution is to also add a local ground wire behind the upper grill for each side of the headlights. VW tied all 4 headlights to a single ground wire and they ran it back inside to the ground cluster behind the fuse/relay panel. A problem with this one wire can thus cause all the lights to go out, not good.

Anytime the hi beam light comes on when it shouldn't that also points to a grounding problem in the same area.
