There is a little metal clip that holds the heater cable on the body of the front heater valve. That clip is likely rusted and fell off. The cable therefore just moves freely and is not able to close the valve. Could also be the valve arm rusting off, but more likely the clip.

My 84 Vanagon seems to always blow hot air from the heater vents, I have to move the top two all the way left, the #3 all the way right, and the #4 all the way left, to minimize the air flow.

If I move all 4 to the left, I get very warm air (almost hot), coming from the floor vents.

Never had this problem before?
