Are you sure that it's coming from the engine? You might let the van sit overnight, take off all belt(s), and start it up to see if the noise is still there. Don't drive to Honolulu and back like that, but running the engine for a minute or so is OK. Maybe you just got a pulley back on a little loose or crooked or something simple like that.

I can't quite tell from your description, but it sounds like you have a shielded one-wire cable. Are the "wires running free" bare and woven together? If so, that's the shield. It is there to keep interference out of the O2 sensor signal, which is a very tiny signal. The inner/ center wire is the signal wire and that's the one that needs to go to the one wire coming from the O2 sensor.

You could also have the wiring on the harness side for a heated O2 sensor (three wires) but I think an '83 1.9L is too early for that - I could be wrong.
