Most hitches for vanagons have a hitch weight limit of 150 pounds. Too little in your case. if you tried to use a towing hitch mount with that moped, you could end up snapping off the towing loops.

There are alternative hitch mounts that replace the tow loops. Dennis Haynes makes one, so does Gary Lee. East Coast Vanagon may have something soon along those lines as well.
