Of course you can always diagnose the most likely one bad lifter and replace it. A lifter and collapsible push rod tube is that big a deal to replace.

The only way that oil level can affect a noisy lifter is if the level is high enough that when parked, the lifter is submerged. If the lifters are submerged, than the oil is also covering the cam. Lots of pump and foaming action here.

The 1.9 is not as sensitive to oil level as the 2.1 but it still can make a difference. The excess oil level is evident if you are topping it off and this is also detrimental to the catalytic converter.

I think you have a set of very healthy (young) lifters in your engine. When they get old and you hear the noise once every week or more you will want a remedy to cure it. You will want it badly. You will probably not care if topping oil up will do anything otherwise to your engine.

Yes, it is a remedy for old and tired engine, not a suggestion for everyone.
