First: Why do you think a gas station mechanic be knowledgable about DMV beauracracy?

Second... From my understanding when discussing this topic with more than one DMV rep. is that the problem people have in getting a smog after a conversion is simply that. They didn't do their homework first. They did the conversion without consulting the DMV in the first place. What they should have done is arranged for an appointment to discuss their planned conversion to make sure that it had a chance in hell to pass in the first place.

So if you want to do a conversion, then do yourself a favor and talk to a referee first. Then decide which conversion to do.
