Ah, yes, I have had lots of fun with those. Both when re-doing the fuel tank vent lines and the small coolant hoses in the engine compartment. I have had some luck with a cordless, variable speed drill and bit just larger than the ID of the loop. But you have to be able to some way stabilize or get a good grip on the fitting. Once you have weakened the inside of the loop, you can work it open more and then cut it. The other way is, as already suggested, good quality side cutters. Good, as in long handles for leverage and hard and sharp right at the tip where you will be doing most of the cutting.
