Sam, You are going to need to go to a smog station, which should refer you to a BAR ref to look it over well and sticker it. The CARB won't be involved. It might be worth contacting someone like Stephan at Stephan's Autohaus that has lot's of experience in this area, and also know refs that aren't unreasonable. Good luck and let us know how it goes.
