I have been having a longstanding issue with my clutch pedal on my 86 syncro. Often, particularly in cold weather, it is pretty much non-functional. Sometimes, often in hot weather, it works perfectly or will work fine if you pump the brake pedal a couple of times.

Two different VW mechanics have attempted to bleed the hydraulic system. The master and slave are both basically new. Fluid is clean,new, and at the proper level. I am pretty much convinced that it's air in the system but if bleeding it doesn't work what is the next step?
