I had a similar problem in my 85 vanagon, the voltage regulator had failed
and was powering the switched circuits while the ignition switch was in the off
position.
Things that should have been off had power available, including the rear
window defroster.  I figured it out when I bumped the horn and it sounded while
the ignition switch was off.
