Sounds like a Canadian market Westy.

The Plastic Vent Jim refers to is for the Waste Water/Sewer Line and was
mandatory on Canadian-bound Westy's thru 1983.  USA bound Westy's did not
have this feature, but a lot of Canadian market ones are running around the
Pacific Northwest area.
