Virginia inspection stations are monitored by the State Police. Contact the inspection station you want to complain about and inquire who is the trooper assigned to that station. They should be able to provide you a telephone number. Then you can contact the trooper and lodge a complaint. BTW, this is the same procedure to follow if you needed to get an exception to some vehicle's safety regulations.
