I don't know why it has taken me this long to think of it, but something I always did for my outdoor patio tablecloths (vinyl) was sew elastic cord to the edge, stretching as I sewed, so it would gather. Given the varying dimensions of picnic tables, Maybe make it on the large side? Elastic cord can be bought anywhere sewing supplies are sold, and anyone with a sewing machine can zig-zag it to the edge. Do I remember you saying Mrs. Squirrel sews?
