Dremel Tool.....Cutoff Wheel......3 min of your time (sure....it took longer, but you didnt spend big bucks on a special tool)

Try a razor blade to. I accidently cut an oil filter with just a razor blade once.

If you get bored, try an Oxy/Acetalin Cutting Torch.....just dont exepct to find much in the oil filter thats relevant to your cause.
