Now that you mention this, I've seen something like this ready-made at the store, sold as a way to keep a (home) mattress cover centered on a mattress. It consisted of four strips of elastic, maybe 1/2" wide and 4" long (13 mm by 100 mm) relaxed, with badge clips on each end. This was in the bedding/housewares department of someplace like Wally World or Target or similar.

Depending on the thickness of the vinyl, the badge clips may not have enough "bite". Another option would be to get some of those paper clips that are meant for thickish bundles of paper - black spring steel piece, a hollow triangle in cross section, with two folding wire bail handles. Tie some elastic from the fabric store to the handles and there you go - plus, light and rolls/folds up small.
