Uhm, I hate to break it to you, but it's already broken ;)

On that note, I'd be surprised if torquing in one direction or another it fixes it, but I suppose it's worth a try. You can't do more damage to a switch that already doesn't function.

For all intents and purposes leaving it in the ON position should not sieze it. Might have just been it's time.

Now what I hope is VW still has the part. Seems the same switch was used from 83-91.

But double check that it's what you need. You'll use the exixting knob that pops off if your's is not damaged, which it sounds like it's not.
