Virginia inspection stations are monitored by the State Police. Contact the inspection station you want to complain about and inquire who is the trooper assigned to that station. They should be able to provide you a telephone number. Then you can contact the trooper and lodge a complaint.

Hate to say it, probably a waste of time. Years ago I took my VW Bug to get it VA. inspected. AFTER the 3rd grade educated redneck inspector scraped off the old sticker he asked me "how long ya owned this piece a sh*t", ya knows I gotta fail any furrin' car". And he did. Told me my front wheel bearings were bad (Bug had about 20K on it). I took it down the street to another station and paid for yet another inspection and it passed. When I called the state "police" to report the first station, the "officer" howled with laughter when I told him my story. Jeff
