How about a computer fan? Low volt and some are super quiet.
Hasn't this been suggested/used before?

I know where you can find one; the compost toilets in
the campground on Mt. Greylock in Massachusetts
utilize them.  Solar powered, no less, though I don't
recall if there was battery backup for nighttime use.
