This is true? I have a UPS shipping account. I ship 90% of everything by UPS, and 90% of that is to U.S. or Canada home addresses. The remainder is usually by post and mainly overseas.

When I do the UPS label, I have to specify whether the shipment needs a signature, an adult signature, or no signature. Generally speaking, I default to signature required because the goods are high value. But sometimes a customer says that he doesn't want to have to be home and requests no signature. I can't imagine UPS overriding my No Signature request and deciding to return the shipment to me -- and bill me -- for the shipment just because no one was home. Has never happened in 30 years of using UPS.
