Yeah, okay, good point.
Codes and standards undergo constant revision. But with the info from
the 2001 exemption in the glovebox, I reckon I can probably convince The
Cautious Fill Jockey to either fill the tank or check with his manager
to find the latest copy of NFPA 58 for reassurance.* The exemption
appears to be intact in the 2004 revision.
It appears that designing an OPD which can work with the random
assortment of horizontal tanks found on various RVs is a difficult task.
Because of that, I can't see the NFPA simply outlawing the filling of
the entire class of tanks. I could be wrong. But I'll accept wagers on
this one.
* I wonder how many fill stations have a copy?
