Another reality is that contracts which obligate the sales and purchase of hydro-electric from north of the border, have built-in locks in terms to contract time and costs to the purchaser. And, more, I believe what is produced in Canada from hydro sources may well be a substantial surplus over what is needed for domestic use there.

And, just thinking about Hydro-Quebec, anyone interested and able ought to take a trip up there, and look at the magnitude of that engineering marvel and ecologic environmental disaster. There are very real costs involved in most if not all electric energy sources we have available today - some certainly more visible than others.
