are you measuring the differential between sides? running an appliance while testing? (you must for accuracy, stove burner, fridge) it's not possible for a regulator to adjust that high, so if you are getting 30" differential between the two sides of the U, the regulator is kaput. if it were at 15 wci, i'd say turn the adjustment ccw.
