Generally if all else fails our kids will pass out if cuddled up next to their Mom then we move 'em. When camping they just sleep with us- we use a tent as we don't have a Westy or what-have-you. I prefer this anyway as they have to climb over me to try to escape and they'll wake me in trying. I've found that kids naturally get more wound up when camping. Something about the change of pace, fresh air, open fires and all that. Ours go to bed a bit later and get up pretty early and pretty much go go go all day, so you may just have to wait him out.

Cya, Robert
