Really the only trouble is getting the attendant to open it all the way. They hear gas coming out and stop turning the knob. That doesn't relieve enough initial pressure to get it to start filling.

The simple solution is convince them to open it all the way before starting to fill. When I could I would wait for it to empty before getting filled then I would open it all the way before they start.
