So far great suggestions, I have not checked coil or tried to switch it out with a known good one. I also forgot to mention all plugs, cap, rotor and wires have been switched. Although he does not drive it too much the it has acted up even with fresh gas in it. The whining fuel pump is a mystery to me as it was suggested that it means fuel starvation. What it the best way to test for pressure coming out of the pump?? Is it as simple as putting on some fuel line with a pressure gauge? What kind of pressure should I look for?

When the van acts up, it is not at full throttle/ highway speeds or anything, it can occur just simply coming out of a parking lot..
