Have you thought of using LED lights?

I got a single 3 watt LED flash light that is incredibly bright and electricity
efficient. It is bright daylight white. I heard that it actualy obtains such white
by mixing RGB colors to achieve such a white.

If you get 3 of this they will be brighter than the one on the 20 year old westy.
You can use a mall solar panel to charge a small battery during the day to provide
all night lighting in a westy. It can be totally independent of your car battery
system.

How about using 1000 LEDs? Check this out:
