My 83.5 and 84 both will pump for about 1 second, not 3 seconds. This is from turning the ignition key on only, not cranking. I think you have a defective pump. Last time I unscrewed the screw from the T (T is where a fuel pressure tester can be attached) there was always some fuel squirting out. This was right after the fuel pump pumped for one second and the ignition switch turned off. If you unscrew and pump at the same time fuel will shoot out. If you disconnect the fuel line from where it connects the pump to the gas tank fuel will flow out from the fuel line. If no fuel comes out maybe that's why your pump pumped 3 seconds (then give up).
