You say, you have the pump working for that few seconds when you are turning
the key on.
The pump works.
And you cleaned and changed things.
But it was standing for a long time.
It is possible, that you have some cavitation in your pump and need to pull
the fuel through first to make it pump with force. You can disconnect the
hose on the firewall, install one that is a couple of feet and suck on it to
make the gas come over the pump, then reconnect the original hose and see if
it starts now.
