I had this same problem before when I worked on my tank. I disconnected the pump hose and the pump went empty and there was no gas coming from the tank through the hose. It did if I sucked on it with an extended hose, not to swallow gas. That week, there was one member who cut one tank open and found a screen and some configuration in the bottom middle of the tank where the gas is sucked out of by the pump. When I connected the pump back, it did not have enough power having air inside it, to suck gas back again. I had to disconnect the hose on the firewall, attach a hose and suck the gas through the pump to make it work for me. Now, that you have the pump out, try to make it work with gas, or water if you are scared. Pumps don't really like to work without the fuel in them. Not recommended.
