This weekend I had a nearly full tank and was on a very steep rocky jeep road in my 91 syncro. I smelled gas and found some coming out the wheel well reinforment that the breather tube goes into from the bottom of a canister in the left wheel well. It looks like maybe it is emissions related?

It took it off and I could blow through the top 2 holes if I put my finger over the bottom hole. So, I stuck a pen in the bottom hole and no leaks and no other issues on my way home.

What is the purpose of that thing. Do they overflow like that when tank is full and you are bouncing around? If not, what is the likely problem.
