My 91 Westy has this. My 91 passenger Syncro does not. I believe I
posted pictures and part numbers to the list before. (well an url to
the part).

The interior trim part doesn't have a part number on it (unusual for
VW parts). The release mechanism is simply incorporated into the
existing latch. Not a separate part.
